環境保護団体は、東京都の有識者会議が提言した、象牙取引問題への対策を歓迎している。 東京による象牙の取引と違法輸出に対する国際的懸念に対し、2020年1月、小池百合子東京都知事は、東京都は、主要な国際都市として都内の象牙取引に対処し、国際社会への責任を全うすべく、意義のある行動をとると公約した。こうして設置された象牙取引規制に関する有識者会議の主たる任務は、都内の象牙取引を検証し、象牙の国内取引に対する国の規制を評価し、東京都がとれる措置を検討、提言することだった。第7回にして最終の会合で、象牙取引規制に関する有識者会議は3月29日に開催され、提言内容が合意された。 提言の中で、東京都は、象牙取引がゾウの密猟と違法取引の一因とならないよう法的その他の手段を講じるとした。その他、都から国に強い措置を要求するよう求めている。 トラ・ゾウ保護基金 事務局長 坂元雅行は、「法的措置を求める提言は、事実上、東京都が都内の象牙市場を狭い例外を除き禁止するための条例を、4月からの2022年度中に検討することを意味します。東京都の動きは、国レベルの対応、特に2023年に実施される国内法（種の保存法）の定期的見直しに影響を与えるでしょう」と述べる。 東京都による象牙問題検証の開始は、30以上のNGO, 「アフリカゾウ連合」のゾウ生息国、前米国 国務大臣のヒラリー・クリントン氏とジェームズ・ベーカー氏、前ワシントン条約事務局長、米国議会議員など、国際社会は東京都知事の新たな取組みを称賛し、東京都に対して市場閉鎖に向けた対策をとるよう求めていた。 この提言の直前には、ワシントン条約第74回常設委員会が開催され、各国が日本の象牙市場へ注目を向けていたところだった。象牙の合法販売がなされている世界の市場の中で日本の市場は最大だからである。米国、中国、英国を含め、ほとんどの合法的象牙市場は閉鎖済みか、閉鎖への過程にある。欧州連合（EU）も2022年に1月に市場閉鎖を実施した。日本は、いわばはみ出し者になってしまっているのである。 第74回常設委員会では、日本のようにオープンな市場のある国に関する（違法に国際取引された）象牙の押収データを分析、ワシントン条約の第19回締約国会議(CoP19)に提出される公式の報告書に結果を盛り込むことが提案された。実際、日本からの違法な象牙輸出は中国など他国の市場閉鎖の実施を台無しにしている状況である。 「東京都が有識者会議の提言を受け入れ、狭い例外を除く象牙市場閉鎖のための重要な行動をとられることを求めます。」環境調査エージェンシー（EIA）のエイミー・ゼツ・クロークは述べる。「日本政府は、市場閉鎖に向けた措置をとり、2022年11月のワシントン条約CoP19までに市場閉鎖を公約すべきです」。 Read in English
